Director, Facilities Services

DIRECTOR, Facilities Services, University of Houston-Victoria.  Directs the physical plant operations and facilities services for the university.  Primary duties:  develops and manages departmental budget, which includes deferred maintenance, capital renewal, and renovations; directs the submission and execution of requests for proposals, invitations for bids, formal solicitation documents, and other purchasing activities; directs sustainability, energy conservation; reviews expenditures and usages of utilities ensure effectiveness and eliminate waste; oversees the planning and implementation of campus construction and renovation projects; serves as custodian of university blueprints, plans and construction documents; directs the operations of deferred maintenance, maintenance, custodial grounds, key control, event reservations and coordination, and recycling; manages supervisory staff; develops and implements emergency procedures and response; and serves as departmental representative on campus committees and as advisor for security and risk management programs.  Bachelor’s degree in business administration, construction management or related field and (5) years related experience.  Excellent managerial skills for directing the administrative departments day-to-day operations; excellent written communication skills to draft policies and procedures, correspondence, and reports; excellent interpersonal skills to interact with university community and external entities; and ability to work independently with minimal interaction with the supervisor.  This position is security sensitive and some travel is required.

Minimum Salary $51,500 (dependent upon experience)

GENERAL QUALIFICATION REQUIREMENTS:

EXPERIENCE AND TRAINING:  Five years of supervisory experience in grounds maintenance or related field required. Experience in automatic sprinkler controls; knowledge of mechanical repair of turf maintenance equipment, purchasing, budgeting, and plant insect and disease identification preferred.

EDUCATION:  Associate Degree in botany, horticulture or related field required. Equivalent combination of education and experience may be considered in lieu of the degree.  Bachelor’s Degree in botany, horticulture or related field preferred.

KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of hazards and safety precautions peculiar to the horticultural trade.  Must have State of Texas Private Applicator’s Spray License or able to obtain license and must have a Texas Commercial Driver’s License with safe driving record.  Must be able to do a great deal of walking.  Must be able to lift, carry, push, pull, and maneuver heavy objects.  Must be able to lift a minimum of 50 pounds individually and to lift and transport objects in excess of 200 pounds with the assistance of other workers or appropriate handling equipment.  Must be able to climb and work on ladders, and to stoop, bend, kneel, crouch, or crawl as necessary.  Will be exposed to all types of outside weather conditions,  Must be able to use a batwing mower, lawn tractor, loader and dump truck.  Some overtime, weekend, and holiday work may be required.  Ability to work under stress, to work independently and as a team member, and to deal with people in professional manner.

Ensures university compliance with city, state and federal code standards by performing design calculations for HVAC systems for buildings; preparing agreements on installed mechanical systems; and inspecting the work of contractor-installed mechanical systems. Promotes and creates university awareness of energy efficiency and conservation programs and initiatives by preparing and delivering presentations and marketing energy efficiency programs on campus. Assures inclusion of energy efficiency means, methods and materials in capital project design and construction status reviews. Prepares project status reports by collecting, analyzing, and summarizing information and trends.
Maintains staff confidence and protects operations by keeping information confidential. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks. Job Requirements: 
Under the direction of the Associate Vice Chancellor for Facilities, assists in promoting energy efficiency and energy marketing by implementing and overseeing university energy programs.
 
Requirements: Bachelor's degree, preferably in Mechanical, Electrical Engineering or related energy discipline. 5 years of energy management experience including conducting energy audits and experience with operations of Building/Energy Management and Control Systems, HVAC systems, steam and hot water boilers, and chillers.
Registered Professional Engineer in the State of Texas; Certified Energy Manager (CEM) Certification or ability to achieve such registration within one year of hire. Valid Texas driver's license.
 
Skilled in some or all components of Microsoft Office; Microsoft Windows navigation skills; strong interpersonal/human relations skills; ability to clearly communicate verbally; ability to draft grammatically correct correspondence; ability to analyze situations accurately and develop effective solutions of courses of action; ability to read building plans; ability to work independently as well as on a team; ability to manage multiple projects and meet deadlines; knowledge of utility rate/tariff structures; working knowledge of department specific software such as AutoCAD; knowledge of customer service techniques.

DESCRIPTION

Kilgore College is a comprehensive public community college with a campus in Kilgore and an extension center in Longview, Texas.  With approximately 6,500 students, Kilgore College is a student-centered institution characterized by excellence in teaching and learning.  The grounds department is an integral part of the Physical Plant division and maintains the physical grounds/aesthetics of all college property.

 

RESPONSIBILITIES

This is a working supervisory position responsible for planning, initiating, and maintaining a comprehensive grounds program at Kilgore College. This position will provide technical guidance and supervision to grounds crews engaged in the development, modification, and general upkeep of grounds areas necessary to carrying out the details of a landscape master plan. Additional duties include, but are not limited to: budget management; irrigation systems maintenance; project management and scheduling; and materials and equipment maintenance and management.

 

MINIMUM

QUALIFICATIONS

 

A degree in horticulture science, landscape design, or closely related field required. Considerable experience in and knowledge of the horticultural principles and practices applicable to upkeep of grounds, turf, flowers, trees and shrubs will be considered in lieu of formal education. In addition, experience in planning and directing the work of a grounds maintenance unit as well as knowledge of irrigation systems maintenance necessary. Valid Texas drivers license required; preference given to applicants who have experience with and/or licensures related to pesticide, herbicide, fertilizer and other chemical applications.

 

SALARY RANGE &

FRINGE BENEFITS

 

Salary for this 12-month position is $33,000 - $35,000, depending upon experience. Health, life, and income protection insurance are provided. An excellent retirement program through either the Optional Retirement Program or the Teacher Retirement System and generous paid leave time are also furnished.  In addition, full time employees have free use of the college’s recreational/fitness facilities in Kilgore and tuition scholarships are available for the employee and dependent children. Kilgore College does not participate in the federal Social Security program. As a result, employees/retirees of the college are subject to the federal Windfall Elimination Provision (WEP) and possibly the Government Pension Offset (GPO) laws.
